Was there "operational software" for Collins project ? If so, how could there be "integration problems" ? Was?

Bob Clark an (the ?) operational software manager ? (That's what Google Books "steel, spies and spin" says). If there was as yet no operational software for Collins, was there operational software for legacy systems ? If so, did Clark have the resources to run Collins and legacy systems interoperably (so you could use legacy systems to validate Collins) ? Was there any attempt to use legacy systems to validate Collins software, to "promote" it so that it became "operational" ? Was there any attempt to validate Collins software at all, or was that "not my part of ship" ? Was someone "lying all the time" ?
