What are valid forms of id that a notary can accept.?

i just went into a local notary place to have a paper notarized but when i presented them with my residence card (issued by the us government) they turned me away and said they couldnt use that as a valid form of id. i would of thought that with it being an actual government id that they would.. is that policy or should they have accept it?
