Me and my sister?

I am not sure about the requirement for wearing gloves. What's the difference between a burger flipper and a cook in a real restaurant like Denny's, Macaroni Grill ...? Cooks at these places do not wear gloves. Some of these places have open chickens and you could see what's going on inside and you can see that they do NOT wear gloves. I used to work at an Italian restaurant for years and never once saw any cook wear gloves. Why would the law require fast food preparers to wear gloves and exempt the others?
