Is President Bush blaming our troops for Iraq problems?

The real problem, as other high ranking military officers have noted, is the Iraqi army's shortcomings and the resistance of the Iraqi civilians to make an effort to help their own cause. But the biggest problem is the liberals doing everything they can to undermine our efforts. They are our #1 enemy.
