Should I use this pokemon?

Smeargle... I know its stats are in the toilet BUT if I made hime sketch Baton P Mean Look ... and two that'll help a lot like light screen Refect Bulk up Calm mind acid amor amnesia... Would that be worth it??? When I baton p mean look the other person can't switch their pokemon and their stuck against one of mine by my choice!
